Nam Cau Kien Industrial Park - Hai Phong was approved to be included in the planning of Vietnam's industrial parks until 2020 by the Prime Minister in Decision No.1107/QD-TTg dated August 21, 2006, with an initially planned area of 100 hectares.
On February 1, 2008, Nam Cau Kien Industrial Park was approved for an adjusted increase in area from 100 hectares to 457 hectares (an additional 357 hectares) according to Offcial Letter No.180/TTg-CN from the Prime Minister's Offce. However, later on, the planned area of Nam Cau Kien Industrial Park was adjusted to decrease to 263 hectares (a reduction of 194 hectares) according to Official Letter No.2628/TTg-KTN dated December 22, 2014, from the Prime Minister's Offce.

The development of industrial projects by foreign investors in Hai Phong attracts a large number of workers from neighboring provinces such as Thai Binh, Quang Ninh, and Hai Duong, leading to an abundant labor force in the Thuy Nguyen area.
